Recreational vaping will be banned in Australia, as part of a major crackdown amid what experts say is an "epidemic".
Minimum quality standards will also be introduced, and the sale of vapes restricted to pharmacies.
Nicotine vapes already require a prescription in Australia, but the industry is poorly regulated and a black market is thriving.

Two days before Christmas, TikTok called London-based journalist Cristina Criddle to tell her two of its employees in China, and two in the US, had viewed user data from her personal account without her knowledge or consent.
"It was just really chilling and horrible and, personally, quite violating," she says.
"I was at my family home with my teenage sister, teenage cousins - and they all use TikTok all of the time. They were like, 'Whoa, should we be worried?'".

                      'Real threat'
TikTok has confirmed members of its internal audit department looked at the location of Cristina's IP address - the unique number of a device - and compared it with the IP data of an unknown number of their own staff, to try to establish who was secretly meeting with the press. They "misused their authority" to do this and were acting unauthorised.
Cristina does not know for how long she was tracked, or how often, but she does know it happened last summer.

Police Scotland is planning to introduce a new clean-shaven policy for frontline officers, according to correspondence seen by the BBC.
It means hundreds of officers will have to shave off their beards and moustaches by the end of the month.

Four are understood to be taking legal action in relation to the policy.
Police Scotland said it was necessary so officers and staff could wear protective FFP3 masks which require users to be clean-shaven.
The policy, which also covers civilian staff in frontline roles, has been approved by the chief constable and is due to be introduced on 29 May.
During the Covid pandemic police officers were fitted with specialist masks designed to protect them from the virus.
